A Sworn Complaint was filed with the State Attorney s Office against Barry B.
Smith, 31, 588 Hwy. 40 W., Inglis, charging him with retail theft from the Inglis Kangaroo
store and resisting a merchant on Sept. 5th. According to the incident report, an Inglis Police
Officer was dining in a restaurant and saw Smith running through the parking lot, wearing
jeans and no shirt. The officer knows Smith, thought it strange, and noted the time and place
of the incident. Approximately five minutes later, the Kangaroo store manager told the of-
ficer that Smith had stolen several (six) lighters, which she had viewed on video. She had
attempted to stop Smith and detain him for police, but he threw two of the lighters near the
front door and took off running, heading south. The officer viewed the surveillance video
and saw Smith take two lighters. then four lighters, one at a time, prior to leaving the store.
The incident took place over a timeframe of about six minutes.
Lundy Boyd Elkins, 34, 11611 SE 196th Lane, Dunnellon, was arrested by the

report, Elkins is a firefighter and used a Town of Inglis Wright Express fuel credit card for
