The Town of Inglis intends to undertake a project to be funded by a Florida Small Cities

Community Development Block Grant (CDBG). The project will assist residents throughout the

Town's jurisdiction with necessary housing repairs, specifically an existing housing unit at 131

It has been determined that no practicable alternative other than to proceed with the work

is available. This activity will have no significant impact on the environment for the following

reason: The use of CDBG Housing Rehabilitation funding for this project is for the rehabilitation

of an existing housing unit in the Town of Inglis.

Although the project is located in the 100-year floodplain, the improvements cannot be

undertaken in any other location due to the rehabilitation of an existing housing unit. There is,

therefore, no practicable alternative.

The proposed improvements conform to applicable floodplain protection standards. The

proposed action will not affect natural or beneficial floodplain values, and residents of the com-

munity will benefit from the rehabilitation of an existing housing unit. Failure to provide these

improvements would result in not rehabilitating an existing housing unit that qualifies as extremely

low income.

Additional agencies involved in this project include the Florida Department of Economic

Opportunity and the U.S. Department of Housing and Urban Development.

REQUEST FOR RELEASE OF FUNDS

On or about July 13, 2015, the Town of Inglis will submit a request to the Florida Department

of Economic Opportunity (DEO) for the release of Community Development Block Grant funds

under Title I of the Housing and Community Development (HCD) Act of 1974, as amended, to

undertake a project to rehabilitate an existing housing unit located at 131 Mary Street, Inglis, FL;

the Town must not exceed an average housing unit cost of $61,388.

FINDING OF NO SIGNIFICANT IMPACT

The Town of Inglis has determined that the project will have no significant impact on the human

environment. Therefore, an Environmental Impact Statement under the National Environmental

Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the

RELEASE OF FUNDS

The Town of Inglis certifies to the Florida Department of Economic Opportunity and HUD that

Drinda Merritt in her capacity as Mayor consents to accept the jurisdiction of the Federal Courts if

an action is brought to enforce responsibilities in relation to the environmental review process and

that these responsibilities have been satisfied. The State's approval of the certification satisfies its

responsibilities under NEPA and related laws and authorities and allows the Town of Inglis to use

the CDBG funds.

OBJECTIONS TO RELEASE OF FUNDS

DEO will accept objections to its release of funds and the Town of Inglis' certification for a period

of fifteen days following the anticipated submission date or its actual receipt of the request (which-

ever is later) only if they are on one of the following bases: (a) the certification was not executed

by the Certifying Officer of the Town of Inglis; (b) the Town of Inglis has omitted a step or failed to
