Advantages to keeping the current lock include a lower initial cost, rehabilitation
can be phased to suit variable funding streams, the facility and systems are familiar to cur-
rent operators, it can be used by unlimited sized vessels and it would have limited environ-
mental and site impacts, plus a shorter construction schedule and activity.

new, small lock would be lower operating and maintenance costs, greatly reduced fresh
water loss ( less than a million gallons of fresh water as compared to 11 million with the old,
large lock, per usage), a 50-year life expectancy (as opposed to 20 years with rehabilitating
the old lock), use by practical vessel sized such as barges and USCG vessels, possible spill-
