Temporary Hiring Freeze For new Inglis Employees
At the April 10, 2012 Inglis Town Meeting Commissioner Richard Kellman, li-
aison to the police and fire department, read a statement calling for a temporary freeze on
hiring new full time town employees. Kellman said at the March 6 Town Informational
Meeting, Levy County Property Appraiser Osborned Barker said there was going to be a
13.2% reduction in valuation of property in Levy County. Kellman said based on a current
millage rate of 5% that could be a reduction of approximately $46,200 to the town this com-
ing year. Kellman said rather than chancing the possibility of having to raise the millage rate
or laying off employees, he would like to see a temporary freeze. Kellman suggested Po-
lice Chief Dixon utilize reserve employees. Kellman said “I think we owe it to our citizens
and employees to take some time and look at other options.” With a motion by Kellman,
2nd by Commissioner Sally Price, the vote was 3 for and 2 against with Commissioners
Drinda Merritt and Sherry Ely voting no to a temporary freeze.
Merritt expressed her feelings against the freeze but Ely asked Chief Dixon to
come up and respond. Dixon said, “I don t think there is any question as to what my position
is. You all can do whatever you want but you tell me what hours you don t want covered, I ll
tell the burglar to push a time clock and don t come in during that time.” Dixon pointed out
the money for Lt. Ballard who is retiring is already in the budget. Jeff Adams, from Jesus Is,
Ministries! said, “you are not freezing a position, you are trying to eliminate a position in
the police department.” Greg Kirkland said he appreciated the common sense approach to
