Inglis Drainage Problem Has
Remembering the past
"Roots" in the Past
A parking lot meeting was held in front of Kar Parts, 20 Hwy 40 W, Inglis, owned
by Ken Moran to try and resolve a recurring issue affecting his business. The issue is what
appears to be a blocked drain near Hwy 19 that backs up runoff from Hwy 19 west to the
Kar Parts lot instead of east to a Hwy 19 drain. Meeting with Moran were several Inglis
officials. Moran has contended all along that during the installation of the Hwy 19 over-
head traffic signal supports something happened and all the water now flows backward to
his parking lot.
Moran bought the property from Jack Moye back in 1985. The building was the
former Inglis Post Office which moved to Inglis Ave in 1981. Prior to 1981 the parking lot
held some water and and after rains big holes were formed in the asphalt. About that time a
9 foot sinkhole appeared on the right of way on Risher near the flag pole as a car was turn-
ing into the parking lot. The sinkhole was caused by the standing water draining and under
mining the ground below with a natural seep or flow toward the river.
According to Jack Moye, owner of the leased building, the Postal Service de-
manded Moye fix the parking lot but only the building maintenance was in the contract.
Moye claimed 1/3 of the parking area was on the right of way. After a two year fight, ending
up with Moye filing an eviction notice and giving the Postal Service one year to get out, the
Postal Service put out bids July 16, 1980 to put in the drain grate in the parking lot and join-
ing the drain to Hwy 19 east of the
property. Moye recently repeated
that the drain installed by the Postal
Service fixed the problem.
In question is who is re-
sponsible now. Moye has excellent
