the witness s description was located and detained. The witness was transported to the
church, and he positively identified the man in custody as the man who had lit the fire.
The state fire marshal and Det. Laughlin arrived on scene, as requested by Lt. Vick,
who attempted to interview the suspect. However, the suspect invoked his rights and said he
did not wish to speak with law enforcement. The suspect was identified as Steven Edwards
Phillips, 50, who resides at 8370 E. Walnut Ln., which is almost directly behind the location
of the fire.
The deputy mentioned several spider webs on Phillips shirt, which would cor-
relate with running through the woods. Phillips informed the arresting officer that he d had
heart surgery approximately three weeks previously, that he had been consuming alcohol
all through the day, and he was now experiencing chest pains. He requested that emergency
medical services (EMS) be contacted. They arrived and transported Phillips to Citrus Me-
morial Hospital, where he was admitted due to his health condition.
State Fire Marshall Detective Lofton arrived and advised the investigator, that after
his investigation, he believes the fire was started in the northeast corner of the residence,
which corroborated the witness s statement.
Phillips was advised that he was being placed under arrest, and upon his release
from the hospital, that he will be transported to the Citrus County Detention Facility. His
bond was set at $3,000.

In March of 1978 the Inglis Volunteer Fire Department was blessed with a much needed gift
from the Florida Forestry Service. The donated quick response brush fire truck is being looked
over by Billy Barnwell, President of the IVFD. The fire department at that time was what is
today the police station which was formerly Inglis Town Hall. Roger Crossman was fire chief.

leaving behind wife Joanne and son Keith of Crystal River. Barnwell started the first Inglis Boy
