The arrest came as the result of a traffic stop for failing to dim his lights when passing an
uncoming vehicle. The deputy saw him swallowing something that Quinones eventually ad-

and when asked, he gave permission for his vehicle to be searched. The report stated that a

syringe with 75 units of a clear substance (that tested positive for methamphetamine) was

warning for failing to dim his headlights.

Ryan Scott Healy, 33, 10309 W. Dublin St., Crystal River, was arrested by the Cit-
