Contract  - Continued from page 1
Remembering the Past
the Sunshine Law suggests that if a contract has to be written to be enforceable and if such
a contract has to be considered and approved by the Commission at a meeting consistent
with the Sunshine Law then the process requires presentation to and consideration of the
proposed written contract by the Commission at a “Sunshine Law Compliant” meeting, fol-
lowed by approval of the written contract at such a meeting. That isn t what happened. In ev-
ery case 1.The written contract document didn t exist when the Commission voted. 2.Once
drafted, The written contract was never presented to or approved by the Commission; There
was never a Commission vote authoring the Mayor to sign the written contract on behalf of
the Town of Inglis. Instead, in each case, the written contract document was produced by
the Town Attorney after the fact and then signed by the Mayor without further input, review
or authorization by the Commission. The effect of this course of action was to remove the
contract process from the “Sunshine” mandated by §286.011, Fla. Stat."

armies. Yulee’s 5100 acre sugar plantation on the Homosassa River was called Margarita and
his home was on Tiger Tail Island. The mill began operating in 1851 to process Yulee’s sugar
cane. The mill, built of hand hewn local limestone, brick and wood by 69 slaves, employed
