Noel Desmond of Chiefland compared the hearing to a “two story outhouse” in a
letter to the editor (see page 11 of this week’s Newscaster). Desmond writes: “The top sec-
tion is for politicians and directly under that, is the facility’s for the voter. Of coarse there is
no plumbing, just a hole above and below the voters. You can well imagine what happens
inside when a politician is seated above a voter. Tuesday night, May 3rd. the voting public
saw that facility in action. Three of the Board of Levy County Commissioners voted to pass
a special exception for the Kings Road Mine (Tarmac). By doing so, those three Commis-
sioners have violated their own special zoning regulations. The zoning regulations clearly
states that no exception shall be considered until ALL permits have been approved. This
was clearly related to the board members by numerous witnesses, under oath. “

Doug Dame, former Yankeetown councilman agreed with Desmond. Dame said
he helped write the Yankeetown Comprehensive Plan, “it is a special language and it is the
law.” He told the BOCC “your comprehensive plan is your law and you broke it.”
Yankeetown Mayor Dawn Clary said, “At this time the YT Council has not looked
at any further action from the town on this issue. The issue may be reviewed on a future

agenda.”

Inglis Mayor James Williams told the commission even though the Inglis Commis-
sion had sent a letter apposing the mine, he was in favor of it because he wanted growth

and jobs. The letter stated: “The town of Inglis is greatly concerned with the effects to the
area in regard to the public safety, and welfare of the residents of Inglis and the surrounding

areas in respect not only to the mining issues but also to the increased traffic flow through
the town.”
 
Former Inglis commissioner Betty Berger took exception to Williams’ action on
another letter that was not sent. Berger said in a letter to the editor “The Charter says the

Berger said she planned to take the matter up with the Inglis Commission at Tues-


Tarmac’s plant manager Jeff Harris said in a statement to The Newscaster, “We are

extremely pleased to have received the approval of Levy County for the King Road Mine
project. We have worked long and hard to develop a project that is both environmentally and

economically sound. We appreciate the County Commission’s recognition of those efforts
and the facts.” While the Special Exception is perhaps the most significant local hurdle to-


wards opening the King Road Mine, work still remains ahead for Tarmac. Harris explained

Tarmac is still awaiting receipt of its permit from the Army Corps of Engineers.
Tarmac first submitted its application to the Corps in 2007 and has   g         
been workin 

closely with the agency since then to finalize and issue the permit. Harris said he hopes to
           
receive the draft Environmental Impact Study (EIS) from the Corps this summer. “At that
     
point, public hearings on the EIS will be held, followed by a waiting period before the draft
permit is issued,” explained Harris. “Following this would be the actual issuance of t     

Record of Decision (ROD).


Harris noted he hopes to have the federal permit in hand by early 2012, allowing Tarmac to
     

go back to Levy County for its final Excavation and Clearing permit.
   
“This time frame would allow us to begin working on the site in mid-2012, al-

though the hiring process may start earlier so we have our employees in place to begin work
immediately,” said Harris.
