Joyner, 61, of Morriston, is a part-time law enforcement officer with the Levy County
Sheriff’s Office and manages his family’s cattle business. His 34-year career as a law en-
forcement officer includes serving as chief deputy with the Jefferson County Sheriff’s Of-
fice, captain with the Gadsden County Sheriff’s Office and as lieutenant with the Citrus
County Sheriff’s Office. He serves on the board of directors for the Florida Intelligence
Unit. Joyner attended the North Florida Junior College Law Enforcement Academy.
Joyner will serve for the remaining term of Parker. Three sitting commissioners have
been appointed to the board, by a Florida Governor, Marsha Drew, district three, Chad
Johnson, dist. two and now Joyner, dist. 1. According to a club member, Drew said this
week at a Yankeetown Republican club meeting that she would not seek election in next
year’s election.
Abraham Blitch, also with his “hat in the ring” for the appointment had this to say,
“ To say I am not angry would be a total and utter lie. So I express my disappointment by
simply saying I am disappointed...... and that is a whole truth. We do have a Commissioner
for District 1 in Levy County now and for that I am Thankful. Blitch has been past over on
previous appointments and an unsuccessful candidate in previous elections. Read the full

Levy County currently has 12,206 registered democrats, 8,272 registered republi-
cans and 4,021 other registered minor parties. Commissioner Danny Stevens of Williston
is now the only democrat on the board. Connie Asbell said the reason special elections were
not held is because state law provides that elections be held only if the commissioners had
resigned from office.
Closure of Gulf Hammock PO Proposed
Postal officials presented a proposal to close the small Gulf Hammock post office
and offer rural box service. Until now rural service was not available, just 191 post office
boxes. Now the nearest post office will be at Morriston, about ten miles or Inglis, 15.5
miles. Officials met with a group of citizens at the Gulf Hammock Church of God Oct. 18th
to answer questions and take input. Citizens were told that there has been a steady decline in
revenue at this location and closing the office would save almost $593 thousand over a ten
year period.
Retail services will be lost, but a spokesman said retail services would be provided
by the rural or contract carrier. The other advantages to the closure include no post box
fees and saving trips to the post office. Meeting the rural or contract carrier would be an
inconvenience. One disadvantage would be a change of a mailing address. The community
name will continue to be used in the new address with a carrier route address assigned. The
community name will be maintained and the zip code is not expected to change. A postal
official said the final decision on the closing had not been made.
